ABOUT US

AAE Consulting, LLC was founded by Michael Slack, after serving as project manager in the Planning & Special Programs Division of Waggoner Engineering, Inc.  He was formerly the Branch Chief of the Groundwater Assessment and Remediation Division (GARD) with the Mississippi Department of Environmental Quality (MDEQ), where he managed Superfund-CERCLA Sites, Uncontrolled Sites, Voluntary Evaluation Program (VEP) Sites, Brownfield Sites, and Federal Facilites.  He has significant experience in environmental engineering project and resource management, serving the private and public sector for 25-plus years; he is a Professional Engineer (P.E.), licensed and registered to practice engineering in the states of Louisiana, Mississippi, and Alabama.

That's exactly what AAE Consulting, LLC is all about.  Whether its assessing a brownfield site (where the expansion, revitalization, or reuse may be hendered by the presence or potential presence of pollutants), conducting Vapor Intrusion (VI) Investigations at facilities and sites (including residential settings) or simply assisting in addressing your environmental needs or concerns; AAE Consulting, LLC is your environmental steward.
 

Experience

AAE Consulting, LLC was formed and based upon Michael Slack’s vast experience in addressing environmentally related issues by providing sound, proactive, and creative solutions; his significant experience in environmental engineering project and resource management has included the following:

  • Deputy Incident Commander (IC) for the State of Mississippi at Unified Command-Sector Mobile, Al - Deepwater Horizon Oil Spill Response;

  • Incident Commander (IC) for the State of Mississippi, as a member of the Gulf Coast Incident Management Team (GCIMT), in New Orleans, La. - Deepwater Horizon Oil Spill Response - serving as the State's On-Scene Coordinator (SOSC);

  • As an Incident Commander for the Oil Spill, collaborated with Command Staff from the states of Alabama, Florida, and Louisiana, along with Federal Agencies, which included the U.S. Coast Guard (USCG), the Department of the Interior (DOI), the Environmental Protection Agency (EPA) and the National Oceanic and Atmospheric Administration (NOAA);

  • Member of the State of Mississippi’s Oil Spill Impact Allocation Regulation working group for the RESTORE Act;

  • Managed, coordinated, and supervised technical staff - project officers - related to their management of environmentally impacted sites, which included the following: Superfund Sites, Uncontrolled sites, sites in the MDEQ’s Voluntary Evaluation Program (VEP), and Brownfields Program sites, and Department of Defense (DOD) sites;

  • Provided management oversight/assistance, as the State of Mississippi's Remedial Project Manager (RPM), to the EPA for hazardous waste sites which are on the National Priorities List (NPL) – Superfund Sites. The technical and management assistance included the review and preparation of comments to the EPA, EPA contractors, and responsible party (RP) on work products during Emergency Response and Removal Actions, Remedial Investigations, Feasibility Studies, Risk Assessments, Remedial Design & Remedial Action Phases, and Operation and Maintenance (O&M) Programs.

  • Performed environmental site assessments (ESAs) and site investigations (SIs) of hazardous waste facilities and sites listed on the EPA’s CERCLIS list;

  • Conducted community relations activities in regard to public hearings/meetings as project manager of environmentally impacted sites;

  • Prepared and provided to the EPA Hazardous Waste Site Packages/Reports on hazardous waste facilities and sites utilizing the EPA’s Hazard Ranking System (HRS) for inclusion on the National Priorities List (NPL) – Superfund Sites;

  • Conducted environmental site assessments (ESAs) and site investigations of environmentally impacted sites, which involved the evaluation of the risk posed by the site based on the potential harm to human health and the environment. The scope of the investigations included evaluation of groundwater and surface water use in the area, collection of environmental samples following federal and state regulations and guidelines, evaluation of potential impact to environmental receptors in the area, and the review of relevant background materials which included regulatory enforcement, compliance, permitting history, and facility operations;

  • Evaluated the results of environmental site assessments and investigations determining environmental impact potential, including associated risks, of sites and make appropriate corrective and/or disciplinary decisions; decisions typically involved communicating to the public through public availability meetings and sessions;

  • Land use and redevelopment/re-use analysis and evaluation of environmentally or perceived environmentally impacted sites;

  • Performed RCRA Facility Assessments (RFAs);

  • Provided technical assistance, as a project officer, for National Aeronautics and Space Administration (NASA) and Department of Defense (DOD) facilities;

  • MDEQ State Emergency Response Team (SERT) member - Hurricane Katrina & Deepwater Horizon Oil Spill;

  • Development and management of  federal grants and associated budgets, including applicable reporting requirements.
